Interpretation of the New Standard for Construction Quality Acceptance of Water Conservancy and Hydropower Engineering Units

Recently, the Ministry of Water Resources issuedAnnouncement No. 1 of 2025, approving the release of four water conservancy industry standards: “Quality Acceptance Standard for Unit Engineering Construction of Water Conservancy and Hydropower Projects Part 1: Earth and Stone Works” (SL/T 631.1-2025), “Quality Acceptance Standard for Unit Engineering Construction of Water Conservancy and Hydropower Projects Part 2: Concrete Engineering” (SL/T 631.2-2025), “Quality Acceptance Standard for Unit Engineering Construction of Water Conservancy and Hydropower Projects Part 3: Ground Treatment and Foundation Engineering” (SL/T 631.3-2025), and “Quality Acceptance Standard for Unit Engineering Construction of Water Conservancy and Hydropower Projects Part 4: Dyke and River Improvement Engineering” (SL/T 631.4-2025). These standards will be implemented starting April 3, 2025.

Thesefour standards are revised based on the original evaluation standards, making them more detailed and comprehensive. Part 1, Earth and Stone Works, covers multiple key links, including open-cut excavation, cavern excavation, and earth and stone filling, clarifying the quality requirements and Technical Index for each link. Part 2, Concrete Engineering, includes various types such as ordinary concrete, roller compacted concrete, prestressed concrete engineering, and prefabricated concrete component installation engineering, detailing the overall performance, process indicators, and appearance quality of concrete engineering. Part 3, Ground Treatment and Foundation Engineering, involves multiple aspects such as ground grouting and cut-off walls, ensuring the stability and safety of ground treatment projects. Part 4, Dyke and River Improvement Engineering, focuses on foundation cleaning and earth and stone filling, aiming to improve the quality of dyke and river improvement engineering.

TheseThe release and implementation of these four standards represent a significant step in building a water conservancy technical standards system oriented towards new high-quality productivity. They not only enhance coordination with existing regulations and normative documents but also promote adaptation to new situations and requirements of industry development, providing strong support for the high-quality development of water conservancy projects. At the same time, these standards will help regulate the construction practices of construction units, improve construction quality, reduce the occurrence of engineering accidents, and ensure the long-term stable operation of water conservancy projects.
